Ministry Introduces New Construction-Sector Rules to Improve Quality and Safety
The Ministry of Environment, Urbanization and Climate Change introduced an important regulation aimed at improving quality and safety in the construction sector. Under the regulation published in the Official Gazette dated June 4, 2025, No. 32920, certain construction works are required to be performed by craftsmen holding the relevant authorization certificates. In this context, proper contractual and compliance planning in real estate and construction law is particularly important.
Under the new rules, contractors and site managers responsible for construction and installation works are required to work with craftsmen holding the required authorization certificates, within the scope of the regulation.
The regulation aims to ensure that technically qualified persons take part in construction activities. It also imposes responsibilities on technical professionals responsible for supervision. Where an unauthorized craftsman is identified, the relevant notification obligations and time limits under the regulation must be observed.
The regulation also clarifies responsibilities among property owners and public authorities involved in issuing building permits and occupancy permits. Strengthened supervision is intended to improve construction quality, reduce unregistered employment and encourage qualified labor.
